Our client is leading Indiana’s 5-year Rural Health Transformation Program, including the Make Rural Indiana Healthy Again Regional Grants, a historic $600M investment to strengthen healthcare access, prevention, and system resilience across 64 fully rural and nine partially rural counties. This initiative brings together state leadership, healthcare providers, and community organizations to design and implement solutions that reflect local needs while advancing a shared, statewide vision for better health outcomes.

This is a high-visibility role at the intersection of technology, data, and public health transformation, with direct impact on how statewide systems are designed, integrated, and scaled.


About the Role

As the Senior Project Manager – Technology & Data, you will lead the integration of enterprise technology and data capabilities across Indiana’s rural and public health transformation initiatives.

In this role, you will serve as the strategic bridge between initiative leadership and shared services teams, including IT architecture, infrastructure, cybersecurity, interoperability, and data/analytics. You will drive alignment across programs, ensure scalable and secure technology solutions, and embed data-driven decision-making into statewide initiatives.

This is a highly visible role requiring strong cross-functional leadership, technical fluency, and the ability to translate complex requirements into actionable strategies that support long-term system transformation.



What You’ll Do

Program & Stakeholder Leadership

Drive cross-agency coordination and ensure alignment between initiative leadership and enterprise technology and data teams.

  • Represent Technology & Data Shared Services in cross-agency meetings, regional coalitions, and initiative workgroups
  • Serve as the primary liaison between initiative leaders and enterprise IT, data, and cybersecurity teams
  • Ensure technology and data considerations are fully integrated into program planning and execution
  • Support executive briefings, dashboards, and status reporting for senior leadership, including the CIO

Vendor & Procurement Oversight

Guide procurement strategy and ensure vendor solutions align with enterprise standards and long-term program goals.

  • Support development, review, and evaluation of RFPs, RFIs, and Managed Service Provider (MSP) engagements
  • Define technical, interoperability, AI, and data requirements for procurement efforts
  • Evaluate vendors from a technology, data integration, and scalability perspective
  • Coordinate vendor deliverables to ensure alignment with enterprise architecture and shared services capabilities

Financial & Program Governance

Oversee planning, risk management, and compliance across technology and data workstreams.

  • Partner with finance and grants teams to develop technology-related budgets and track expenditures
  • Maintain documentation supporting financial reporting and compliance requirements
  • Manage work plans, risks, issues, and dependencies across technology and data initiatives
  • Support governance reviews and ensure adherence to enterprise IT policies, security standards, and architecture guidance

Technology Leadership

Lead enterprise technology alignment, integration, and readiness across statewide initiatives.

  • Validate interoperability and integration requirements across platforms, including telehealth, referral systems, and HIE pipelines
  • Ensure alignment with interoperability standards (FHIR, HL7) and integration with EMRs and statewide infrastructure
  • Conduct technology risk assessments and develop mitigation strategies for statewide deployments
  • Lead technology readiness evaluations, ensuring infrastructure capacity, cybersecurity posture, and vendor deliverables meet requirements
  • Collaborate with vendors to resolve integration challenges and enforce compliance with state architecture standards
  • Support scalability planning for cloud and infrastructure solutions to meet future demand
  • Facilitate technical risk reviews, contingency planning, and continuity strategies
  • Ensure IoT security frameworks and accessibility standards (GovRamp, ADA) are implemented where applicable

Data Strategy & Performance

Drive data governance, reporting, and performance measurement to support decision-making and statewide outcomes.

  • Coordinate data requirements across initiatives, including clinical and operational data exchange, reporting, and privacy considerations
  • Align data governance, interoperability readiness, and secure data exchange frameworks
  • Translate program needs into actionable data and reporting requirements
  • Collaborate with program leads, data owners, and analytics teams to validate data sources, definitions, and methodologies
  • Maintain dashboards, performance tracking tools, and reporting frameworks to monitor progress and identify risks
  • Lead cross-initiative performance tracking, ensuring alignment with statewide goals, milestones, and reporting requirements

Work Environment & Travel

  • Hybrid role based in downtown Indianapolis
  • Onsite presence required 3 days per week
